Stormwater Management

Under new federal regulations, unincorporated county areas and municipalities must provide stormwater management to regulate runoff from all properties and activities that have the potential to pollute local water systems.

To fund this new, federally required program, property owners will be charged a yearly stormwater fee. Property owners will receive a fee included in their tax bill beginning in 2006 and continuing each year thereafter.

Residential, commercial, and agricultural parcels with improvements will be billed a flat rate of $16 annually. For manufacturing properties, fees will be calculated using the commonly accepted rate for stormwater fees known as the Equivalent Residential Unit (ERU). This is a descriptive value based on the property’s size and the amount of solid surfaces on it, such as parking lots.

Stormwater runoff is the most common cause of water pollution. It occurs when rainwater runs off buildings, driveways, roads, sidewalks, and lawns, and as it flows, it collects pollutants such as animal waste, trash sediment, chemicals, grease, and oils and transports them to the municipal storm system which ultimately leads to local rivers and streams without treatment. To reduce the pollutants carried by stormwater runoff, the EPA and SCDHEC have designed a program that requires designated local governments to institute Six Minimum Control Measures that will help to remove pollutants from the stormwater system. As one of the required local governments, Aiken County is developing a stormwater program to meet these Six Minimum Control Measures to improve the quality of our lakes and streams. In order to pay for the program, a stormwater fee is being implemented. Our goal is to ensure clean rivers and streams for generations now and those to come.

Where a manufacturing property owner or customer can document that the ERU calculation for his property has been applied in error, the customer may appeal in the provided manner.
